LUBBOCK, TX -- One dog owner will talk to City Council Thursday night about possibly adding some off-leash hours to the city, and get the conversation started with city officials.
Currently, it is against city ordinance to have your dog off-leash. Many dog owners who use Tech Terrace Park said they want either a dog park in Lubbock, or at least some change to allow their dogs a little more room to run.
"This is a community park, and there's a lot of people that want to have dogs off-leash, and really, our biggest goal is just to have some off-leash hours," Jon Spears said.
Spears will be speaking to the City Council, asking for off-leash hours at the Tech Terrace park. Spears said he believes this would cost the city less than having to build a dog park. He also said this could save the city money because then man-power would not be necessary to patrol the park to make sure dogs are on-leash.
"Monday through Sunday, give us three to four hours of off-leash time, it's a win-win for everybody, and it's really just a compromise," Spears said.
"This is a great park, there's a lot of room, why invest thousands of dollars right now when this is a great alternative," Spears said . "do we want a dog park? Absolutely, but this is a great compromise."
About two weeks ago, some dog owners called KLBK after some owners were written citations for having their dogs off-leash, and those owners said the citations were about $200.

"I was really just wanting to give people nice pictures of their dogs," David Vaughn said.
"I just think it's nice that my pictures are being used for something, for the betterment of the Lubbock community," Vaughn said.
His photos may be used in a presentation to City Council to try to convince them to at least change to allow off-leash hours, something Spears said he thinks will be less expensive than building a brand new park.
"There are some people, the purists if you will, are going to only want a dog park, whether it's the people that have dogs or people who don't like dogs, but at the end of the day, that costs a lot of money," Spears said.
Spears will bring this up Thursday during citizen comments, so City Council can hold a discussion with him.
