LUBBOCK, TX -- The EUB Chairman, Greg Taylor, spoke Thursday about the Ashcroft Report, and said the report cleared LP&L of any criminal activity, as well as explained the headline in the report about the LP&L Director.
This investigation by an independent firm was initiated to look at an RFP (Request for Proposal) in regards to future power for the city of Lubbock.
"Based on that report, there were no findings of bid-rigging, no personal gain," Taylor said.
Taylor said the part he wanted to clear up was the headline in the report titled "Dishonesty by the LP&L Director"
"Basically a listing of an allegation, not a finding of fact, so I wanted to make that very clear, if people had heard that somehow there was finding of fact in there concerning dishonesty," Taylor said.
The report also lists off times when the EUB discussed either putting Dr. Zheng on administrative leave or removing him from the position. Taylor defended Dr. Zheng, saying his expertise is good for the job.
"Dr. Zheng is a valuable asset to this company, to LP&L, and to the City. He's an electrical engineer, he's an expert in generation," Taylor said.
"I'm sure if Dr. Zheng had to do it over again, he would do it in a different way, however the most important thing to us is moving ahead with the process that we're in," Taylor said.
The original bid process started under a different EUB. In November, five new members were appointed to the board, and that included a new chair, Taylor.
"I think, our job with new eyes, was to say, 'How would we do it?' not necessarily to say how somebody else did it was wrong, but say, 'How would we do it now?' and so, you learn as you go," Taylor said about the new board stepping in, and now starting over.
Taylor said now they just want to start moving forward. "Of course we want to restore confidence through that process, and we want that process to be done the right way," Taylor said.
The bids have since been thrown out and the board is starting over the process.
