Outside Work Program Suspended as Search Continues for Escaped Inmate

LUBBOCK, TX -- The Lubbock County Sheriff's Office is still looking for escaped inmate Randy Williams. Wednesday, Sheriff Kelly Rowe speaks about the program Williams was in and the outside work program has been stopped for the time being.

Williams, 49, escaped Tuesday while he was working during the jail's work program. He was in a garage downtown when Sheriff Rowe said Williams set a small fire to distract others, and took off in a Lubbock County Fleet Services truck.

After authorities located that truck, they thought they had Williams in a home near 140th Street and Avenue L, but after a search they found he was not inside.

Sheriff Rowe said they did, however, find evidence that Williams had been there.

"Anybody that is authorized to work outside the secure perimeter is going to be the lowest inmates with regard to risk that we have out there," Sheriff Rowe said.

Sheriff Rowe said Williams was a part of the work program, and that he was working in a garage downtown. This is one of two programs the jail has that involves the inmates working. The other program keeps inmates inside the jail.

Sheriff Rowe said Williams was considered one of those low-risk inmates.

For the time being, Sheriff Rowe said the outside jail program has been suspended.

"Initially review and make sure we don't have anything else going on, that this isn't part of a bigger issue, or we don't have some breach in policy and procedure that could allow this to happen again," Sheriff Rowe said.

They are offering a $1,000 reward for information that leads to his capture. Sheriff Rowe said while they do not believe Williams is armed or dangerous, they still do not recommend that you approach him if you see him.

Sheriff Rowe also said Williams could face multiple felonies for escape, unauthorized use of a motor vehicle and even possibly arson.
