The city’s Planning and Zoning Commission recommends that a one-mile stretch of 19th Street (between University Avenue and Avenue Q.) be rezoned from C-4 “heavy retail and wholesale commercial” to C-3 “general commercial uses which are medium activity centers.”
Ordinarily such requests come from citizens or business owners. But in this case City of Lubbock employees made the request.
Public records said, “The Planning Department filed this case to lower the intensity of the land uses along this mile of 19th Street. This section of 19th Street could have a major impact on Lubbock High School.”
City staffers want to “help protect the historic nature of Lubbock High School.”
“This also serves as an extension of the revitalization efforts downtown,” public records said.
Current businesses would be allowed to continue as “legal non-conforming.” But new businesses would have to obey the C-3 restrictions.
Some of the property owners along 19th are opposed to the changes. One said he purchased a building in that area specifically because of the current zoning. By contrast - one owner, Ted Hogan, said the proposed restrictions are not enough.
“It’s vital to protect Lubbock High School,” Hogan wrote. He complained that used tire stores, car washes, oil change facilities, gas stations, package stores and game rooms are still allowed under the proposed changes.
The Planning & Zoning Commission voted 8 – 0 in favor, but the Lubbock City Council has the final say. A public hearing is scheduled for Thursday evening at 6:30 pm in the City Council’s chambers.
