“A company of our size, the city, should have a functioning training-and-development program for the entire city,” Klein said. “We need something that’s much more uniform, much more centralized.”
Currently the training and development of employees is handled by department heads. Klein said Tuesday that there is an up-front cost of roughly $70,000 in the current fiscal year. Eventually as the training division expands from one person to three the cost would be estimated at $200,000 per year or less.
Klein has proposed a budget amendment to be considered on Thursday.
“This would be establishing a coordinator in the current budget and funding that as a precursor to this coming fall,” he said. Klein thinks a training division within the city’s H.R. department would be seen by employees as a good and necessary thing.
“That's a critical issue in terms of recruitment, retention and making sure that we've got high levels of productivity.”
Klein added, “The better trained they are the better service they deliver to the citizens.”
The training division would serve the entire city with possibly the exception of police and fire which are covered by Civil Service laws that do not apply to other employees.
