Monroy Tried to Steal Patrol Car at the Time of Deadly Shooting, DPS Says

On Wednesday the Texas DPS released an additional written statement concerning the shooting death of Leonel Monroy, 20, on Highway 87 just south of 82nd Street.
LUBBOCK, TX -- On Wednesday the Texas DPS released an additional written statement concerning the shooting death of Leonel Monroy, 20, on Highway 87 just south of 82nd Street. Monroy was shot by DPS Trooper Corina Jandrew. The updated statement said Monroy was trying to steal her patrol car at the moment he was shot. The following is the full text of the statement.

On April 20, Brandon Leonel Monroy, 20, of Tulare, California, was being detained by Trooper Corina Jandrew for providing a false identification during a stop for a traffic violation, was handcuffed and attempted to steal her patrol vehicle. Monroy was subsequently shot during the attempted felony theft and later died at the hospital.



Monroy was a fugitive wanted on multiple felony charges out of California and a documented Norteno gang member with a lengthy criminal history, including felony domestic violence, felony theft, felony burglaries, felony drug possession and sales, and felony false imprisonment.

An autopsy has been performed by Dr. Sridhar Natarajan, Chief Medical Examiner for Lubbock County.

Two other subjects in the vehicle Monroy was driving were released after giving statements.

This incident is being investigated by the Texas Rangers and will be referred to the Lubbock County District Attorney for review by a Lubbock County grand jury.

Trooper Jandrew is currently on administrative leave.
